VICTOR OCHEI: A LEGACY OF SERVICE, REFORMS AND SPORTS DEVELOPMENT REAFFIRMED AT LAWMAKERS’ REUNION:

Published

on

When former Speaker of the Delta State House of Assembly, Rt. Hon. Victor Ochei, stepped into the reunion of past and present lawmakers, the atmosphere shifted warmly. The gathering, championed by the current Speaker, Rt. Hon. Dennis Guwor Imomotimi, was more than a ceremonial convergence,

it was a celebration of institutional history, shared experiences, and the individuals whose contributions helped shape the Delta Legislature into what it is today.

For many in attendance, Ochei’s presence was a reminder of a period marked by progressive leadership, structural transformation, and people-centred lawmaking.

A TENURE DEFINED BY INSTITUTIONAL STRENGTHENING:

Victor Ochei assumed office as Speaker at a time when the Delta State House of Assembly needed renewed direction and structural revamp. His leadership was characterized by intentional efforts to reposition the legislature as a true symbol of democracy, vibrant, functional, and people-oriented.

One of his most celebrated achievements was the infrastructural facelift of the Assembly complex and sitting chambers. Under his watch, the Assembly underwent significant modernization, improved office spaces, upgraded legislative chambers, better acoustics, and enhanced ICT facilities. These changes improved legislative efficiency and created a more dignified environment befitting the business of lawmaking.

Legislators, staff, and visitors all attest that the Assembly experienced a transformation that remains unmatched to this day.

LEGISLATIVE FOOTPRINTS THAT DEFINED AN ERA:

Ochei’s legislative contributions span several critical sectors:

  1. Strengthening Governance

He supported and presided over bills that enhanced accountability, improved administrative structures, and fortified public institutions.

  • Education and Youth Development

His legislative direction aligned strongly with programmes that expanded educational opportunities and empowered young people.

  • Economic Growth and Infrastructure

Policies and bills passed under his leadership contributed to infrastructural expansion and economic reforms across Delta State.

  • Peace and Stability

His diplomatic approach ensured a harmonious Assembly during his tenure, allowing legislative activities to proceed without disruptive conflicts.

A CHAMPION OF HUMAN CAPITAL DEVELOPMENT:

Beyond structures, Ochei understood that institutions thrive when people thrive. His tenure was distinguished by initiatives that empowered lawmakers, legislative aides, and civil servants within the Assembly.

He facilitated capacity-building workshops, strategic training programmes, and professional development courses both within and outside Nigeria. Many of these programmes equipped lawmakers with comparative legislative skills, strengthened oversight functions.

RT Hon. Ochei’s years in office were marked by legislative interventions that touched the lives of ordinary Deltans. His colleagues often describe him as a forward-thinking, award-winning Speaker whose approach to policymaking was rooted in real societal needs. He achievements earned him accolades and awards as Best House of Assembly Speaker, from notable professional bodies, institutions of high repute.

As the representative for Aniocha North State Constituency, he rolled out numerous empowerment programmes, youth and women welfare schemes, distribution of learning materials, scholarships, and the donation of school buses to institutions across the constituency. He also delivered constituency projects aimed at uplifting communities and reducing socioeconomic disparities.

A MULTIFACETED PROFESSIONAL: ENGINEER, LAWYER, AND POLITICIAN:

Beyond politics, Victor Ochei stands out as a trained chemical engineer, a lawyer, and a leader with a deep understanding of institutional systems. His versatility helped shape his approach to governance—analytical yet people-focused.

This diverse background later served him well when he was appointed Executive Director, Maritime Labour and Cabotage Services at the Nigerian Maritime Administration and Safety Agency (NIMASA). There, he implemented reform-driven policies that strengthened maritime labour operations and enhanced regulatory efficiency.

PASSION FOR SPORTS AND RISE TO NTF PRESIDENCY:

Away from legislative chambers, Ochei’s impact is equally felt in the sports ecosystem, where he has invested time, resources, and vision.

His sponsorship of the International Wheelchair Basketball Championship, the Davnotch National Tennis Tournament, and several grassroots football events showcased his dedication to youth development and inclusive sports.

It came as no surprise to many when he was elected President of the Nigeria Tennis Federation (NTF). Today, his agenda is clear: reposition the Nigerian tennis ecosystem and make local players competitive on the global stage.

A LOYAL PARTY MAN WITH STRONG DEVELOPMENTAL IDEALS:

Politically, Victor Ochei remains a committed supporter of the MORE Agenda of Delta State Governor, Rt. Hon. (Elder) Sheriff Oborevworie, as well as President Bola Ahmed Tinubu’s Renewed Hope Agenda. Within the All Progressives Congress (APC), he is not only a loyal member but a respected leader whose influence spans both state and national levels.

A LEGACY THAT CONTINUES TO ECHO:

The lawmakers’ reunion served as more than just a nostalgic moment, it was an opportunity to reflect on individuals who left indelible marks on the state’s legislative and development landscape. In that reflection, Rt. Hon. Victor Ochei’s name stands tall.

His record of service, whether in legislation, public administration, or sports development continues to reflect a leader committed to progress, people, and the strengthening of institutions.

Nigeria finished eighth on the medals table with a total of 30 medals, marking its best-ever performance at the Islamic Solidarity Games, while Turkey emerged at the top of the standings.

This year has been a remarkable success for the National Sports Commission, which has supported more than 40 sports federations in attending international competitions, many of whom have delivered outstanding performances and secured medals – the count includes taekwondo, swimming, cricket, para-powerlifting, para-badminton, among others.

Nigeria’s haul, comprised 11 gold, 12 silver, and 7 bronze, a result that reinforces the National Sports Commission’s (NSC) strategic direction of sending only athletes with strong podium prospects to major international events.

Competing in seven sports, Taekwondo, Boxing, Athletics, Wrestling, Weightlifting, Para-Powerlifting, and Para-Athletics, the team delivered an unprecedented outcome, winning medals in every sports they competed in .

Weightlifting led Nigeria’s medal haul with 6 gold, 4 silver, and 3 bronze, followed by Athletics, which secured 2 gold, 4 silver, and 3 bronze. Wrestling added 2 gold and 2 silver, Para-Powerlifting contributed 1 gold, while Boxing and Para-Athletics each earned 1 silver. Taekwondo completed the tally with 1 bronze medal.

Director General of the National Sports Commission, Hon. Bukola Olopade, praised the team’s exceptional outing, stating:

“It is not a coincidence that Nigeria won medals in every sport we participated in at the 6th Islamic Solidarity Games. This achievement reflects the new direction we have taken in sports development. After meeting with our team at the Commission and the Elite and Podium Board led by Yusuf Ali, we made a deliberate decision to bring only podium prospects to Riyadh and today, that decision has paid off.”

He added that the performance in Riyadh sets the standard for future international engagements:

“From Boxing to Taekwondo, Weightlifting, Wrestling, Track and Field and Powerlifting, Nigeria secured medals in every sport we entered. This is the new benchmark at the National Sports Commission, guiding our preparations for upcoming competitions, including the Commonwealth Games and ultimately, the Olympics.”

Officials stated that Team Nigeria’s record-breaking finish in Riyadh marks a defining moment in the country’s sporting evolution and strengthens its position as a rising force in global multi-sport competitions.
