…11 States Assemblies consider 44 amended bills

By Abdulateef Bamgbose

The Nigeria Labour Congress (NLC), National Union of Local Government Employees (NULGE) and Parliamentary Staff Association of Nigeria (PASAN) have resolved to mobilise Nigerians against 25 state speakers that are opposed to LG autonomy.
This came to the fore Tuesday at a press conference addressed by the leadership of the Senate and House of Representatives Committee on Constitution review on the progress 9f the 44 construction amendment bills transmitted to the State Houses of Assembly.

The Chairman of the Committee and Deputy Senate President, Ovie Omo-Agege said six months after the transmission of 44 Bills to State Assemblies, “it is most disheartening to inform you that only 11 State Houses of Assembly have demonstrated their independence and loyalty to the Constitution regarding the 44 bills”.

He said 25 State Houses of Assembly have yet to consider and vote on these bills. So far, only Abia, Akwa-fbom, Anambra, Delta, Edo, Kaduna, Katsina, Kogi, Lagos, Ogun and Osun States have successfully considered, voted on, and forwarded their resolutions on the 44 bills to the National Assembly.

“More worrisome is that while we are still expecting the receipt of the resolutions of the remaining Houses of Assembly, we received a letter from the Conference of Speakers of State Assemblies informing the National Assembly that the remaining States will not act on the 44 Bills unless the National Assembly passes four new Bills they have proposed in the letter.

The Bills the speakers propose seek to amend the Constitution to establish State Police; State Judicial Council; Streamline the procedure for removing Presiding Officers of State Houses of Assembly and institutionalize Legislative Bureaucracy in the Constitution.

However, Omo-Agege said it is “legally inappropriate for the Conference of Speakers to use the four Bills as a quid pro quo to act on the 44 Bills the National Assembly 44 Bills transmitted. It is clear, and we cannot overstate, that this letter is not in keeping with the obligation the Constitution has placed on them regarding the Constitutional amendment.

He made it clear, the Bills the National Assembly transmitted to the State Houses of Assembly as required by the Constitution are not about members of the National Assembly.

“It transcends our personal and political interests. It is about the people who have graciously given us_ the temporary privilege to serve them. The offices and positions we each hold belong to the people. And they yearn for a government that is honest, accountable, and responsive to their needs. It is, therefore, disheartening that some State Houses of Assembly, through the Conference of Speakers, would give the National Assembly conditions before fulfilling their constitutional obligations”.

The President NULGE, Comrade Ambali Akeem, in his remarks said the action of speakers is an attempt to blackmail the National, adding how can you say because the National Assembly has bot considered your own selfish interest that is why you must hold the country to ransom?

“For us in labour, we are ready to engage them . The basic fact is that they are delaying this constitutional amendment passage because of Local Government autonomy.

“The governors were thoroughly engaged, we were in Ibadan Governor Seyi Makinde represented their interest when the National Assembly organized fora and they were there, yhey made their presentation. Those who are opposing Local Government autonomy are those who are diverting Local Government funds.

“Look at Ekiti, he is owing over 8 months salary and he just left the place without paying”.

The Minister of Art, Culture, Tourism and the Creative Economy, Hannatu Musa Musawa, Esq., says June 12 must be remembered as a sacrifice that gave Nigerians democracy, beyond its status as a public holiday.

In a statement signed on Saturday by the Senior Assistant Media & Publicity to the Honourable Minister,Federal Ministry of Art, Culture, Tourism and the Creative Economy Dr Nneka Ikem Anibeze Ph.D in Abuja.

Musawa stated this at the national premiere of “MKO”, a film on Chief Moshood Abiola, held at the Wole Soyinka Centre for Culture and Creative Arts, Lagos, to mark Nigeria’s 66th Independence Anniversary.

She said 33 years after June 12, 1993, many young Nigerians know it only as a holiday, but the film turns it back into memory.

“For too many young Nigerians, June 12 is simply a public holiday. This film tells them that our democracy did not arrive by chance. It was fought for. It was defended. It was paid for. This documentary is in honour of the heroes of June 12, the men and women who gave their lives for the mandate of June 12, 1993 and for the democracy Nigeria enjoys today,” the Minister said.

Musawa hailed President Bola Ahmed Tinubu, Chief Host, for his participation in the June 12 struggle and paying the price in exile, adding that Nigeria’s creative industry will keep telling the story of its democracy with courage.

“Through film and the creative economy, Nigeria will preserve its history. A nation that forgets its past loses its way to the future. Nigeria has a story and our story deserves to be told,” she said.

Earlier, the director of the investigative documentary, Ose Oyamendan, said the film was in honour and memory of heroes who fought for Nigeria’s democracy.

“There was Hope ’93 and now there is Renewed Hope. There was a man who sacrificed his life so we may have democracy and there is a man who almost lost his life fighting for democracy who is now helping build a lasting democracy.

“There was a great man called Bashorun MKO Abiola and there is now another great man called Asiwaju Bola Ahmed Tinubu. Democrats. Nationalists. Nation builders. Leaders of men and women. We must never forget our story. We must always honour and remember our heroes,” Oyamendan said.

Top government officials including President Bola Ahmed Tinubu, the wife of the President Senator Oluremi Tinubu;  Senate President  Godswill Akpabio, Speaker of the House of Representatives Tajudeen Abbas, Chairman of the Nigeria Governors’ Forum AbdulRahman AbdulRazaq, Chief of Staff to the President Rt. Femi Gbajabiamila, state Governors, members of the National Assembly, Ministers and other distinguished dignitaries attended the premiere.
