PCRC Zone 7 Commences BOOSTAR Implementation, Presents Initiative to AIG

The Police Community Relations Committee (PCRC), Zone 7 Police Headquarters, has commenced the implementation of Articles 5.9 and 6(b), (c) and (i) of the PCRC 2025 Constitution (as amended), with the official presentation and demonstration of its BOOSTAR (Boost Alert and Response) initiative to the Assistant Inspector-General of Police, Zone 7, AIG Victor Olaiya, psc (+), and members of the Zone Management Team.

The presentation was led by the Zonal Chairman of PCRC Zone 7, Otunba Bolaji Adigun, JP, alongside representatives of the Vigilante Group of Nigeria (VGN) and the initiative’s technical partners.

While briefing the AIG, Adigun conveyed the greetings and best wishes of the National Chairman of the PCRC, Alhaji Mogaji Ibrahim Olaniyan, and reaffirmed the committee’s commitment to supporting the Nigeria Police Force through practical, technology-driven initiatives aimed at strengthening community policing and improving public safety.

He explained that BOOSTAR is a free public safety application developed by the PCRC, VGN and technical partners to complement, rather than replace, the existing emergency response structure of the Nigeria Police Force.

According to him, the platform is designed to promote awareness and use of Police emergency numbers and the National Emergency Number 112, allowing members of the public to seek assistance quickly through a simple one-touch activation.

Adigun noted that victims of crime or other emergencies may be unable to remember emergency numbers or communicate effectively because of panic, fear, injury or confusion. BOOSTAR, he said, addresses the challenge by enabling users to send distress alerts and location information rapidly, including situations where they may be unable to speak.

He added that the application is designed to function without an active data subscription, thereby improving accessibility to emergency assistance.

The PCRC chairman said BOOSTAR would operate through a divisional implementation framework, with the Divisional Police Officer (DPO), Divisional PCRC Chairman and Divisional Vigilante Commander serving as key drivers of the initiative in each division.

He explained that the model would promote coordinated emergency response, strengthen grassroots intelligence gathering, enhance accountability and deepen collaboration among the Police, PCRC, VGN and local communities.

Adigun further disclosed that BOOSTAR would support the PCRC National Safe Schools Project by providing schools with a faster and more accessible channel for reporting emergencies.

He said schools, parents and surrounding communities would have quicker access to the Police and approved community responders during security incidents, helping to protect learners, teachers and educational facilities.

Beyond schools, the initiative is expected to support neighbourhood security, passenger and transit safety, religious centres and farming communities. Farmers facing security threats or observing suspicious activities would be able to activate the platform, allowing distress alerts to reach appropriate responders, including the Police and Agro-Rangers where applicable.

The delegation also demonstrated key features of BOOSTAR, including emergency reporting, location-based alerts, promotion of Police emergency numbers and 112, divisional monitoring and registration of vigilante personnel to improve accountability and supervision.

Following the demonstration, Adigun presented a commemorative BOOSTAR lapel pin to AIG Olaiya as a symbol of PCRC Zone 7’s commitment to advancing technology-driven community policing in support of the Nigeria Police Force.

Responding, AIG Olaiya expressed appreciation to the PCRC, describing the committee as a family and dependable partner of the Nigeria Police Force.

He commended the PCRC for its consistent support and contributions towards strengthening community policing and improving public confidence in the Police.

The AIG also applauded PCRC Zone 7, VGN and the technical partners for developing BOOSTAR, describing it as a practical, technology-driven initiative capable of complementing the existing emergency response architecture of the Police.

He noted that the initiative aligns with the principles of community policing by promoting stronger collaboration between the Police and the communities they serve.

Olaiya particularly commended the divisional implementation framework, saying the involvement of DPOs, Divisional PCRC Chairmen and Vigilante Commanders would help drive the initiative at the grassroots.

He disclosed that the proposed pilot deployment in the Federal Capital Territory and Niger State Commands would provide an opportunity to assess the platform’s effectiveness and improve emergency response coordination.

The AIG assured the delegation of his continued support for initiatives that promote public safety, encourage community participation in policing and deploy technology to improve service delivery.

As the next phase, PCRC Zone 7 will engage the Commissioners of Police in the FCT and Niger State Commands, State PCRC Chairmen, DPOs, Divisional PCRC Chairmen and Vigilante Commanders to commence the pilot deployment.

The programme is expected to increase public awareness and use of Police emergency numbers and 112, improve emergency reporting, strengthen community participation in policing, enhance accountability among vigilante personnel and deepen Police-community collaboration.

BOOSTAR is founded on the principle: “Late distress alert is equal to late response.”

Through the initiative, PCRC Zone 7 reaffirmed its commitment to implementing the objectives and functions of the PCRC under the 2025 Constitution while supporting the Nigeria Police Force in building safer, more secure and resilient communities through technology, partnership and citizen participation.

Nigeria at 66: ‘We Must Not Lose Faith in Nigeria’ — FCC Boss Omidiran

The Executive Chairman of the Federal Character Commission (FCC), Honorable Hulayat Motunrayo Omidiran, has called on Nigerians to use the occasion of the nation’s 66th Independence Anniversary to renew their faith in Nigeria, strengthen national unity and recommit themselves to building a more inclusive and prosperous country.

In her 66th Independence Day message, Hon. Omidiran described October 1 as more than a celebration of freedom, saying the anniversary provides an opportunity for Nigerians to reflect on the country’s journey, acknowledge its progress and challenges, and renew the collective determination to build a nation where every citizen has a sense of belonging.

According to the FCC Executive Chairman, the Federal Character Principle remains particularly important to the quest for national cohesion because equitable representation promotes a sense of ownership and confidence in the Nigerian project.

“Nigeria is a nation of great diversity and
enormous potential. Our responsibility is to ensure that this diversity becomes a bridge that connects us rather than a barrier that separates us. Every Nigerian deserves to feel that he or she belongs to this country and has a role to play in its development,” Omidiran said.

The FCC boss called on government institutions at all levels to remain committed to fairness, equity, accountability and inclusive governance, while urging citizens to support efforts aimed at strengthening national institutions and promoting peaceful coexistence.

“We must not lose faith in Nigeria. The challenges before us are real, but so are the opportunities and the enormous human and natural resources available to us. Every citizen has a responsibility to contribute his or her own quota to building the Nigeria we desire,” she stated.

The FCC Executive Chairman also urged young Nigerians to remain committed to acquiring knowledge and skills, entrepreneurship, innovation, sports and other productive ventures, describing the youth as critical stakeholders in the country’s future.

“As we celebrate 66 years of independence, let us remember that the Nigeria we want cannot be built by government alone. It requires the commitment of all of us – leaders and citizens, young and old, from every part of the federation. Together, we can build a Nigeria where justice, fairness, opportunity and peace are available to all,” she said.

Omidiran reaffirmed the FCC’s commitment to the effective discharge of its constitutional mandate and to supporting efforts that promote equitable representation and inclusive national development across the federation.

The former lawmaker wished Nigerians at home and abroad a peaceful and memorable 66th Independence Anniversary, praying for continued peace, stability, prosperity and progress for the Federal Republic of Nigeria.

“Our differences should never be greater than our common identity as Nigerians. Let us continue to choose unity over division, service over self-interest and hope over despair. The Nigeria of our dreams is possible if we all play our part,” Omidiran said.

“On behalf of the Federal Character Commission, I congratulate all Nigerians on this 66th Independence Anniversary. May this occasion renew our patriotism, strengthen our unity and inspire us to work together for a stronger, more equitable and prosperous Nigeria. May God bless the Federal Republic of Nigeria,” she added.
