The Head of the Civil Service of the Federation (HoCSF), Mrs. Didi Esther Walson-Jack, has urged public servants across the country to redouble their commitment to excellence in order to deliver a civil service that truly adds value to the lives of every Nigerian.
Speaking in Abuja on Friday at the Quarterly Stakeholders and Citizens Engagement Forum of the Office of the Head of the Civil Service of the Federation (OHCSF), Mrs. Walson-Jack said the Federal Government is firmly on track to fully digitise all core civil service processes by December 31, 2025 as part of ongoing reforms aimed at boosting efficiency, transparency, and service delivery.
Applauding President Bola Ahmed Tinubu, GCFR, for his steadfast support, the HoCSF described it as “a testament to the highest level of commitment to civil service transformation.”
The forum, themed “Strengthening Service Delivery through Citizens and Stakeholders Engagement”, she said, was designed to foster honest dialogue, shared problem-solving, and collective ownership of reforms.“We are working towards an efficient, productive, incorruptible, and citizen-centred civil service. This is not the time to slow down — it is the time to double our efforts and raise the standard of service to Nigerians,” she declared.
Mrs. Walson-Jack recalled the successes of the 2025 Civil Service Week and the International Civil Service Conference (ICSC), describing them as milestones that showcased pride, innovation, and creativity within the public service. She noted that the ICSC was self-funded, proving the value of strategic alliances in delivering impactful programmes.
Highlighting the progress under the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25), she outlined key achievements:Human Capacity Development: Through ONCE-Knowledge, civil service career growth has been redefined, with programmes like SMAT-P, LEAD-P, AI training, and executive masterclasses.
Right Personnel: A nationwide personnel audit and skills gap analysis will commence in August to ensure “the right people in the right roles.”
Performance Management: A modern PMS now replaces outdated appraisals with measurable goals and performance contracts.
Payroll Integrity: Collaboration with the FCSC is curbing fraud, eliminating waste, and ensuring prompt, accurate salary payments.
Innovation: The 2025 Civil Service Innovation Challenge unveiled bold solutions, with a Ministerial Innovation Challenge in the works.
Digitalisation & E-Government: Over 34,100 civil servants now use official GovMail; migration to the 1-GOV Cloud is underway alongside new tools such as the Online Compendium of Circulars and Service-Wise GPT.
Welfare & Motivation: Plans include introducing electric staff buses to ease commuting and working with the Pension Commission to secure post-service welfare.
In her welcome remarks, the Permanent Secretary, Service Policies and Strategies Office (SPSO), Dr. Deborah Odoh, reaffirmed the collective mission to build a world-class service that is value-driven, people-centred, and innovation-led.
Also speaking, Chairman of the Federal Civil Service Commission (FCSC), Prof. Tunji Olaopa — represented by Dr. Philip Ndiomu — stressed that effective governance depends on collaboration, transparency, and active citizen participation.
