RSPHCMB A New Horizons Under Dr. Monima

Dr Agiriye Monima Harry, a Nigerian trained Medical practitioner with specialty in Orthopaedic Medicine has dedicated almost the last two decades of his life into the Rivers State Civil Service.

In a country where, many in the Civil service sector give in abysmal performance as “Anything goes”, Dr Harry has sacrificed his time, knowledge and resources into improving every department within the Rivers State Health Ministry he has been opportune to serve.

Between January 2004, to January 2006, he was head of department, Accident and emergency, BMSH. Coordinator of River State Emergency Medical Services from April 2003 through October 2007; and director of River State Emergency Medical Services from October 2007 through 2013. Director of medical service, River State Ministry of Health from May 2013 through July 2013; director of special programmes at River State Emergency Medical Services from July 2013 through August 2015; appointed permanent secretary Rivers State Primary Health Care Management Board (RSPHCMB) in August 2015.

For Dr. Harry, his time in the civil service is an opportunity to serve humanity and make the world a better place which has attracted numerous awards and Professional Certifications such as Instructor basic trauma life support, Fellow of Arbeitsgemeinschaft für osteosynthesefragen(AO) International, Instructor Advanced Trauma Life Support amongst others.

His rise through the ranks within the service is a testament of his dedication and a morale booster to many around him.

Born on August 14, 1965, Agiriye Monima Harry is a renowned Orthopaedic Surgeon having over 18 years of experience with a particular interest in Knee and Hip Arthroplasty.

Dr. Agiriye, the Permanent Secretary of the Rivers State Primary Health Care Management Board (RSPHCMB) since his assumption of office, has transformed the face of the agency upon his appointment in 2015 as permanent Secretary.

RSPHCMB saddled with the management of 150 Model Primary Health Centres built and over 200 standard Primary Health Centres across the state jointly funded by the Local Government Councils, Rivers State Government with technical support from the National Primary Health Care Development Agency (NPHCDA) has fared considerably well under his watch the agency has embarked on; 

One week of free medical services for pregnant women and newborn babies in the Rivers State in collaboration with a federal government healthcare initiative, Save One Million Lives (SOML) to mark the 2021 maternal newborn baby and child health week, Sensitization against Polio and reduction in Polio rate in Rivers State, Sensitization, Mobilization and immunization against Yellow Fever, Mass sensitization on COVID-19, Distribution of Personal Protective Equipment(PPE), and Information, Education and campaign(IEC) materials to Primary Health Centres in the 23 LGAs of Rivers State, created isolation points for suspected cases of COVID-19 in primary health centers and many more.

Nigeria is poised to make history as it seeks to host the Centenary Commonwealth Games in 2030, a monumental opportunity that promises to transform the nation’s economy, infrastructure, and global standing. 


More than a sporting spectacle, the Games would serve as a catalyst for development across multiple sectors, leaving behind a legacy of national pride and sustainable growth.


The benefits of hosting the Games extend far beyond the sports arena. Nigeria stands to gain both empirical and non-empirical advantages, with direct, indirect, and induced impacts that will touch every corner of society. Infrastructural development will take center stage, with new facilities such as indoor sports halls, conference centers, and improved road networks reshaping urban landscapes while strengthening the nation’s capacity to host future international events.


Economic growth is another significant dividend. Over 10,000 jobs are expected to be created, spanning construction, facility management, event planning, and tourism services.

The hospitality industry will undergo major improvements as hotels and resorts are upgraded to meet international standards, while local restaurants, lounges, and tourist attractions will see a surge in patronage from international visitors. Small and medium enterprises, particularly in the transport, finance, and food service sectors, will become some of the greatest beneficiaries, as the Games generate new demand and expand opportunities for local businesses.
